Ronald E. Gots, MD, PhD received his A.B. in chemistry and his M.D. degree from the University of Pennsylvania. He received his Ph.D. in Pharmacology from the University of Southern California School of Medicine. Since 1975, he has devoted his professional activities to solving clients’ problems in environmental medicine, toxicology, causation analysis, and risk communication.

Dr. Gots has focused on the scientific methods for assessing causation of diseases allegedly associated with chemical and biological agents. He has assisted hundreds of clients in analysis, strategy and testimony in chemical and mold injury claims, regulatory matters, mass tort claims, environmental and workplace exposure issues, and risk communication. He has provided medical oversight for chemically exposed and mold-exposed individuals and has overseen numerous mold remediation projects.

He has shared his expertise with workers and community groups in dozens of toxic exposure matters across the country. He has been consulted for indoor environmental and air quality assessments for numerous office buildings, schools, and manufacturing facilities. He has lectured at numerous national meetings of claims executives, attorneys, policy makers, and physicians in the fields of medicine and science, toxicology, regulation, and claims resolution. He has testified in congressional subcommittee hearings concerning victim compensation legislation.

Dr. Gots has chaired two international symposia on "Multiple Chemical Sensitivities: the State of The Science." He sat on a committee convened by the International Programme on Chemical Safety (UNEP-ILO-WHO) to evaluate the "chemical sensitivity" issue (Berlin, Germany, February 1996).

He is the author of six books, chapters in six books and more than 70 articles on biochemistry, toxicology, mold and mold toxins in insurance and legal literature. Recent book chapters include: "Toxic Risks: Science, Regulation, and Perception;" "Risk Analysis and Communication" in Occupational, Industrial, and Environmental Toxicology, and "Applying Principles of Science to Daubert Motions in Toxic Tort Claims" in 2000 Wiley Expert Witness Update. His most recent books are Chemical Sensitivity: The Truth About Environmental Illness and Keeping Buildings Healthy.

Prior to joining NMAS, Dr. Lukcso worked as both a clinical instructor and attending physician in emergency medicine at The New York Hospital Cornell University Medical Center, and as a Mid-Atlantic Regional Medical Director for a national occupational and environmental health provider where he helped clients resolve medical claims ranging from personal injury to environmental disease. Specific areas of expertise include the development of medical protocols used in the evaluation and treatment of over 800 workers exposed to anthrax at postal facilities and the Senate Hart Building in 2001. He has also worked with the state of Maryland medical director of bioterrorism in developing smallpox vaccination protocols and strategies. In both cases, he provided medical care to affected persons. Dr. Lukcso serves on The State of Maryland's Critical Infrastructure and Key Resource Protection Program's Anti-Terrorism Advisory Council Private Sector Workgroup.

Dr. Lukcso received his medical degree from the State University of New York at Stony Brook after being elected to Alpha Omega Alpha Medical Honor Society. He completed his residency in internal medicine at The New York Hospital Cornell University Medical Center in New York City and received his Masters in Public Health from the Medical College of Wisconsin.

Dr. Barbara Gots received her B.A. and M.A. degrees from Temple University. Following several years of teaching, she entered the University of Southern California School of Medicine where she received her M.D. degree. She interned in internal medicine and completed a residency in ophthalmology, both at the George Washington University Medical Center.

Since 1980, Dr. Gots has overseen the review and analysis of hundreds of indoor environmental matters to determine the relationship of the environment to health complaints or diagnoses. Board certified in Quality Assurance and Utilization Review, she has written a book dealing with fetal pharmacology and toxicology and articles in the legal literature and in the scientific literature, including indoor air quality. She has overseen and directed projects in large-scale workers' compensation programs, regulatory consulting, risk communication and product risk assessment. Dr. Gots was the Acting Medical Director for the city of Philadelphia, involved with its workers' compensation claims, return-to-work, and medical pension fund. For the past twenty years, Dr. Gots has specialized in environmental medicine dealing with commercial and residential indoor environmental and air quality including exposure issues, in building and health hazard evaluation for residents, occupants and workers. She has spoken at national meetings and symposia on issues related to indoor air, toxic exposures and adverse health effects.

Nancy J. Layton, BSN, RN, LNCC, manages the NMAS legal nurse consultant group. She received a B.S.N. degree from the University of Iowa, and earned certification as a legal nurse consultant from the American Association of Legal Nurse Consultants. She possesses a broad range of experience in review and analysis of medical and technical records, and medical and scientific literature.

Prior to joining NMAS, she provided technical assistance to private and government insurers in matters concerning medical services utilization, quality assessment and critical issues in coverage decisions. She has demonstrated expertise in managing a large number of professional staff addressing multiple projects. As a project analyst, Ms. Layton has been involved in conducting and facilitating medical records review in numerous litigation and non-litigation matters. Areas of particular expertise include medical records abstraction, chronology development, identification of pre-existing conditions, creation of timelines, charts and tables, as well as analysis of medication use and effects, and review of medical/scientific literature.

Debra J. O'Connell RN, BSN, CLNC, is a member of the legal nurse consultant group. She received her BSN degree from York College of Pennsylvania and earned certification as a legal nurse consultant through the National Alliance of Legal Nurse Consultants. Ms. O'Connell has experience in review and analysis of medical records.

Prior to joining NMAS, Ms. O'Connell worked as an independent legal nurse consultant, and clinically in school health and emergency care. She has experience managing multiple projects and medical record reviews and abstracts in several litigation matters ranging from personal injury to wrongful death for both plaintiff and defense. As a project analyst, Ms. O'Connell is involved in conducting and facilitating medical records review with focus on areas such as medical records abstraction, chronology development, identification of pre-existing conditions, creation of timelines and other charts / tables, analysis of medication use and effects, and summary of medical / scientific literature.

Courtney J. Millin, PhD, received a B.A. degree in sociology and anthropology from Amherst College, a B.S. degree in human biology from the University of Cape Town South Africa and a Ph.D. in biology and epidemiology from the University of Cape Town. Over the past 5 years, she has conducted and managed several international research projects. Dr. Millin has prepared technical reports for the Medical Research Council of South Africa, as well as the South African government. Additionally she has presented her research findings at international conferences and symposiums. She has authored several reports and peer-reviewed articles related to cardiovascular disease, obesity, adipose tissue distribution and glucocorticoid metabolism in various ethnic groups.

Dr. Millin has extensive experience managing complex research projects in diverse research fields. She is currently a Project Executive and most recently has been involved in a large Congressionally mandated indoor environmental and air quality investigation and epidemiological study across twelve buildings in a major office campus.

Allan E. Burt, MBA, received his B.A. and M.B.A. at the George Washington University. He has an accomplished career as a private business owner of a mechanical and general contracting company as well as a key executive for the national design-build division of Total Site Solutions/Encompass Global Technologies, a division of Encompass Service Corporation, a publicly held, $4.5 billion mechanical and electrical contractor. He has been the Chief Operations Officer for a $250 million general contractor in New York City working on landmark buildings for demanding customers.

He has expert knowledge of building science focusing on mechanical, electrical, plumbing systems and building envelopes. He is a trained commercial arbitrator, appointed to the Panel of Neutrals at the American Arbitration Association in 1990 for general, mechanical and residential construction disputes. He has been the project executive to more than $500 million of design/build/maintain projects over his career. Mr. Burt's multi-faceted expertise enables him to understand construction projects from their inception through the impact of occupancy. In conjunction with our physicians, he has developed "medical engineering" means and methods for investigating and resolving indoor environmental matters, after building occupant health complaints have been received. He regularly assists our clients and supports our physicians with remediation planning and oversight, moisture intrusion evaluations, root cause assessments and construct defect investigations.

Donald E. Franklin, CPA, is the President of The NMAS Group. He received his A.B. in accounting from Franklin and Marshall College and a certificate in International Business from the University of Copenhagen in Denmark. Mr. Franklin has extensive operational, financial, and executive experience, including mergers, acquisitions and dispositions.

Mr. Franklin is a member of the Branch Banking and Trust (BB&T Bank) Advisory Board Committee and holds other Board of Director positions with several mechanical and electrical contractors.

Prior to joining NMAS, he was President of Encompass National Accounts and Global Technologies, a $170 million division of Encompass Service Corporation, a $4.5 billion, publicly traded, mechanical and electrical contractor. This division emerged from Total Site Solutions, a national, design/build, fast track specialty-contractor, for mission-critical facilities, primarily focused on the exploding telecom sector. Total Site Solutions was a division of Commercial Air, Power and Cable, Inc., (Commercial Air), a mechanical and electrical service company that Mr. Franklin owned and operated for 10 years prior to its acquisition by Encompass. This uniquely positions Mr. Franklin with an integrated understanding of the building science component of buildings and their interaction with occupants.

Mr. Franklin served as the Chief Financial Officer and Chief Operating Officer for Commercial Air from 1989 until its sale to Encompass in 1998. During this period, Mr. Franklin successfully reorganized the business from $7 million in revenues to over $40 million in consolidated revenues. The consolidated business units included a: mechanical equipment manufacturer’s representative company, mechanical equipment parts distribution company, mechanical service company, electrical service company, voice, power and data cabling company, and design/build construction management company. Mr. Franklin has also participated in many real estate development ventures, technology start-up companies, and various consulting activities.

Before acquiring this business, he was a senior auditor at the international accounting firm of KPMG Peat Marwick where he specialized in audits of large, publicly traded companies.
